Every new generation has them: the Rattata-clone. In the first generation, Rattata was the low level normal-type rodent, you could find ANYWHERE. It was incredibly common. The first wild Pokémon you'd encounter was either a Pidgey, or a Rattata.
Well, ever since the first generation, every new generation also had common, low level normal-types everywhere you went. The second generation had Sentret, the third generation had Zigzagoon and of course the latest generation has the generally HATED Bidoof. Collectively, fans call them Rattata-clones. They're typically weak and mostly used as HM-slaves. And whenever you encounter one in the wild, you'll usually be annoyed, rather than glad to see it.

Well, Goaky is a Rattata-clone too, but unlike the previous ones, Goaky is actually fun! Well, in my opinion anyway. Goaky is also not a vermin-type creature. Rattata is a rat, Sentret is a... Well, I don't really know what is is. I supposed it might be some sort of possum. Zigzagoon is a racoon and Bidoof is a beaver. They're all vermin. And Goaky isn't. Obviously, it's a goat.
Goaky is resourceful, so it can survive anywhere and it will eat anything. Goaky enjoys running in large gangs of its kind at full spead, while competing with each other, to see who can jump higher and farther. They also like to bump their heads together to see how their power matches up to their partners.
Goaky is also unusual, because there are at least a dozen known color diffences and variations in fur markings. So the species looks much more diverse, than is usually the case in the Pokémon world. And these variations also carry through when Goaky evolves into Goathen at level 25.
Like all the other Rattata-clones, Goaky does have very avarage stats, with Attack and HP being its best stats. Its Defenses and Speed are quite avarage and its Special Attack is simply mediocre. But Goaky doesn't need Special Attack anyway. I didn't create this Pokémon to be better than the other Rattata-clones. I just wanted it to be more fun. I figure that running into a happy-go-lucky Pokémon like Goaky will be much less annoying, than running in to say... a Bidoof...
